Cheapest way to get driving

What do you think would be the best car for my girlfriend, age 31, just passed test, in respect of lowest insurance and servicing costs.

We are very much at the budget end of the market. Old bangers not a problem. (I run a 1989 Audi Coupe)

She is a medical secretary with 2 years no claims on a scooter. Low mileage expected, SDP only as she uses her scooter to commute. I am a pretty competent mechanic so repairs not too much of a problem. Third party or TPFT, I would presume.

No point in recommending any make or model of banger. Something with a good reputation could be overpriced junk. And something with a bad reputation could be a gem. Obviously better to buy something common because the parts situation will be better. And as simple as possible means less to go wrong.
