Do I have to re-apply for both parts of my driving licence?

Recently I mislaid the Counterpart Driving license but still have my plastic card. I wrote to DVLA who have come back with forms for a completely new driving license plus request for £20. Is it not possible just to get the green paper bit, have they misread my letter? I am loathe to phone up at their exorbitant line costs.

No, you have to get both bits. Works the other way round, too. If you lose only the photocard you have to apply for both bits.
