Why aren't drivers taught how to drive properly on motorways?

The reason the public have problems driving on motorways, and which lane to use, is because motorway driving is never taught. Whatever lane a motorist is using, drivers should stagger their positions in order to see more easily past the vehicles in front. It is called 'The Golden Rule' - looking as far ahead as possible. The Bronze Rule is at all times knowing what is happening behind. This 'tip' becomes easier by using the rear view mirror every five seconds. Also, all drivers should have one field of vision, which includes a clear view ahead together with the rev-counter, speed readings and mirror information without moving either the eyes or head.

This is the point I was trying to make in stressing common sense over everything else. I don’t think we need more rules. We just need every driver to develop their natural instincts so they are continually aware of the needs of other drivers all around them and accommodate those other drivers without impeding any other driver. Considerate driving is not only less stressful, it saves lives.
