Aux belt has broken the engine

We have a Citroen Xsara Picasso 1.8 petrol on a 51 plate. When we bought it in September 2010 part of the deal was to replace the cam belt which they did. Now on New Years Eve 2011 the car broke down. Out came the RAC man. He looked at car and said it's the aux belt. It frayed and caught the cam belt, making it jump and kill the engine.

My question is should they have done the aux belt when they done the cam belt as the car has only done 6k since we got it.

Would have been sensible to replace the aux belt. Aux belts failing and taking off timing belts is quite common.
