Notifying DVLA about change of ownership

Is there a way of checking that the DVLA has received and actioned a change of car ownership? I know that I will remain responsible for any parking or speeding offences involving my previous car until that happens. I sent the V5C form by Royal Mail Special Delivery but that merely proves the DVLA received the envelope, not that they took any notice of its contents!

If you have not received anything back in 28 days you are supposed to phone the number on the booklet that accompanies a V5C.
