Why are moped riders using phones never stopped by police?

Why do L-plate delivery riders regularly operate 2 mobile phones at the same time while riding and are never stopped by police?

Unfortunately mobile phone use while in charge of a vehicle is still too commonplace, whether that is motorcycle riders or car drivers. The legislation states that it is illegal to operate a mobile phone if the phone is held in the hand, so some riders and drivers can avoid this by using a cradle, although it is still possible to be charged with driving without due care and attention. As with many aspects of motoring laws the issue is enforcement rather than legislation - road users are often aware of the rules but are also aware that the chances of detection and prosecution are slim and so chose to ignore them. Legislation is only effective if there is are the officers to penalise those who flout the laws.

I put my smartphone in a holder attached to the dashboard and then use it as a sat nav. Sometimes I need to touch it to see how far ahead a traffic jam is going on. Am I breaking the law if I touch it...
