Is a car with a fake MoT illegal?

If, as I suspect, some non-roadworthy vehicles are getting ghost MoTs, what happens to the vehicles? I know the test centres are reported to the DVSA.

In the event that a vehicle is caught without a valid MoT, depending on its condition the owner will either be required to obtain a valid MoT within a given period, or if it is discovered to be unroadworthy to a dangerous degree it will be impounded. If the vehicle remains unclaimed in storage it is either crushed or sold at auction.
