Will mild hybrid cars be subject to EV pay per mile?

They might introduce a system where you pay by mile if you own a hybrid or an EV car. Will this charge also apply to mild hybrid cars like the Suzuki Vitara 1.4?

The proposed eVED pay-per-mile tax, announced by the Chancellor in the Autumn 2025 Budget and set to be introduced in 2028, will apply to fully-electric vehicle, plug-in hybrid vehicles (PHEVs) and hydrogen fuel cell vehicles, but will not apply to mild hybrids or full hybrids (self-charging hybrids).
