Is VAT chargeable on repairs to scratches?

My local garage is repairing some minor scratches on the back of my Honda Jazz and a very slight dent in the back. They will also touch up a few minor scratches on the sides.

Their fee is quite high, and they mentioned adding VAT to the invoice.

If VAT is due I'll definitely pay it but would like to check if VAT is chargeable on repairs to scratches?
