We are buying a new car but have been given two registration numbers?

We are buying a new Volvo XC40 from a dealership in Sheffield. We were first sent a registration number to do the temporary insurance but then another local reg number was sent. Is this okay? We are under the impression that we are buying a brand new car. Generally been a bit unhappy with a couple of things so hoping all is above board!

It is possible that there is a reasonable explanation for this, but we would suggest confirming with the dealer that the car is indeed brand new and not pre-registered, as this would mean you would not be the first owner on the V5/C registration document.
