Should my brake discs become too hot to touch?

If my brake discs are slightly too hot to touch during normal running does that indicate that there is a problem ?

Brake discs can reach temperatures as high as 200°C in normal driving and close to 500°C in track day driving yet still be within the range of their operating conditions, so we would strongly advise against touching brake discs unless the brakes are cold. If you have an issue with your brakes binding this heat will often transfer through to the wheel itself, so this is a better indicator of whether there is an issue or not.
