I have bought a Mitsubishi Shogun 4 Work, SWB, 3.2 DiD, 2005. So far it has been a great car, tows well, drives better than my Nissan pickup & has a boot to keep the dog safe.
I get 22 mpg and wonder if is safe or worth fitting an aftermarket tuning box to increase this? How safe are they? Are all the claims made on various web sites true?

No. And any small saving it brings you will be outweighed by the increase in insurance for running a 'modified' car.
