Are hire cars ULEZ compliant?

A friend in Australia who is travelling to the UK asked me if hire cars are ULEZ compliant. Personally I would have thought so as they are unlikely to be older than four or five years but do you have any information on this subject. I have not seen it discussed anywhere else.

We would also expect hire cars to be ULEZ compliant as they are rarely more than two or three years old, but we would suggest contacting the hire company directly to ensure that any vehicle loaned out would meet the necessary requirements.
