Why is is costing so much to replace a xenon headlamp?

My Skoda Superb on a 54-plate needs a new headlight unit due to water ingress damaging the electronics. The price quoted is £540 plus VAT plus fitting plus possiblty a Xenon bulb if not supplied. I can't believe that such an ordinary car can be so expensive!

The problem is the Xenon lights that have to incorporate automatic height adjusting motors. £540 is cheap. Citroens are more. Some makes and models are £1,500 a side. Xenons are something to avoid at all costs.
