Can I apply for a new licence online without a valid passport?

At 70, can I renew my license online if I don't have a passport? My existing license was renewed only four years ago so would DVLA use the photo from that, or would I have to apply by post and provide a new one? I'm aware that my license has been extended by 11 months but if it's a simple process online it might be best to get it sorted.

You're correct in that if your licence expires between 1 February and 31 December 2020, it was extended by 11 months. If it was only changed 4 years ago and you don't look too different, I wouldn't bother changing the photo - which means you should be able to apply using the online DVLA service.
