Will I be liable to pay the ULEZ charge next year?

I live within the ULEZ extension zone, which will come into effect from October 2021. My car is a 2012 BMW 320D, which is currently not exempt to use in ULEZ. Will I be liable to pay the charge for only driving within the ULEZ extension?
