Have buyers been mis-sold Volkswagen cars?

With the recent controversy over Volkswagen Group vehicles, have owners been mis-sold these vehicles as many would have been swayed by claims of lower emissions than published?

No, because the UK public bought on the basis of low CO2 emissions and these have been proven to be accurate within 1%. The American issue was about NOx and Europe has higher NOx limits than the USA.
