Can I tow my caravan with a 1.6 Octavia?

I'm looking to buy a 2004 Skoda Octavia with a 1.6 petrol engine. As well as being used as a general run around, the car will also be used to make two or three trips towing a Swift Challenger 440/SE caravan. Will a 1.6 Octavia manage this?

Also, I've always believed that to tow, you had to have had your licence for more than three years and be over the age of 21, however my recent research suggests that the only regulations are in relation to the combined weight of the vehicles. I'm fine with regard to age but haven't yet had my licence for three years (which is why I can't afford to go with a 1.9 diesel Octavia).

If you have only held your driving licence for three years you have to pass a separate test to tow. Whether the car can tow depends on the weight of the caravan and whether or not it can be fitted with an EC Type Approved towbar.
