MoT failure on headlight adjustment

A relative who has a 2004 Toyota Yaris 1.4 diesel has been told that the adjustment on both front headlights is broken. This means it has failed the MoT and to fix it they want nearly £400. I'm wondering if their description of the failure is accurate and if it could be done for a great deal less. It just seemed odd that two adjustments could "break".

Headlight adjustors are quite flimsy plastic that becomes brittle with age. But it's not clear from this if it's the load height motors that are at fault or the manual adjusters for angle.

Obviously scrap parts from another Yaris that will be at least 9 years old could suffer from the same problem. It might be that you can fins someone to fabricate working adjustors for the lights.
