Air flow problem with a Corolla?

I have a 2003 Toyota Corolla D4D - the air blower is working very poorly and the aircon is rubbish too. I understand that the aircon may be out of gas - but what do you think is the problem with the blower?

Blocked, bunged up pollen filter.
