Can I use a 17-inch wheel as a spare on my Ford Focus?

I Have 2013 Ford Focus Zetec S fitted with 18-inch alloys, inflation kit and no spare wheel. I am looking to buy a spare, but Ford doesn't supply 18-inch alloys. Is it legal to use a 17-inch option instead?

The rolling circumference of the 18-inch wheels and tyres will probably be the same as the 17inch wheels and tyres. As wheels get bigger, profiles get lower. So the emergency spare for the 17s should be okay for the 18s.
