Should I pay a Parking Charge Notice?

I parked in an M & S car park managed by Euro car parks. I had to park at an angle over the white line separating the bays as the car next to me had also parked at an angle over the white line which didn't allow me sufficient room to park straight within the white lines.

Received a Parking Charge Notice to pay £40 or £70 after 14 days.

Is this enforceable? Do I have to pay? What would be the consequences of not paying?
