Pre-registration with a broker - is this normal?

I am buying a new car online. The broker has told me that the car will be registered to me as first keeper, but they have to go through an administration process which involves changing address details on the V5C to my own (which involved sending it to DVLA), during which time I cannot drive the car. Does this mean that the car is pre-registered?

Hmm. Never heard of that before. I guess they are registering it to a 'fleet' address but with your name, then switching it to your name and address as if you have changed your address. If so, that is of very doubtful legality.
