Identical twins

My son and daughter in law need a second car and have a budget of £4,000 to spend. The car will be used mainly for local runs but will undertake occasional longer runs to see family, etc. It needs to accommodate two adults and two small children and have adequate boot space for prams etc. The two favourites at present are a Citroen Berlingo and a Peugeot Partner Combi any advice on which is the best or what pitfalls they both have would be welcome. In addition are you able to suggest any other vehicles to consider? With the budget available what year vehicle do you feel it should be possible to source.
