I drove a way before council warden placed ticket on car what is the current rules? is the ticket valid if sent in post as not attached to windscreen or handed to me and warden was not obstructed in anyway. As a little unclear re your article on ghost tickets since new legislation in 2008.

Also warden advised people with me after i drove away i face a £1,000 fine for driving away before he issued ticket is this legal.

If he was writing the ticket and you drove off before he'd served it than the Council can serve by post. You then have same defences available as if you'd been handed it or had it on your screen.

Never heard of a fine for driving away though.
