The article you have quoted is a specific question to Honest John in January this year. In the reply Honest John says that Direct Line admitted they were wrong. In the table in the link very few companies require you to inform them and none will refuse cover or charge more.
But the tyres need to be the correct size, load rating and speed rating recommended by the car manufacturer. Fit non-standard sizes and they will possibly be a charge.
