Citroen Saxo - Brightest H4 bulbs? (and road legal) - GT

What are the best (brightest) H4 bulbs which are road legal? Philips X-treme Power? Osram Night Breaker? I've seen something advertised as "Xenon H4 Headlight Bulbs" rated at 100/90W but are these replacements specifically for xenon fitments?

I think the only road legal H4 bulbs are rated at 60/55w.

Bulbs more powerful than this (eg 100/80w) are often advertised as 'for off road use' as these aren't road legal.

The Philips X-treme Power (100% brighter) and the Osram Nightbreaker Plus (90% brighter) are both still rated at 60/55w and use Xenon gas to create the brighter light.

Ring do their Xenon Gas Ultima (120% brighter) - but these weren't rated as highly as the Philips X-treme Power or Osram Nighbreaker Plus in the most recent Auto Express bulbs test.

The one drawback with these brighter bulbs is that their life is often shorter than normal bulbs.

3 out of 4 (two cars) of our Philips Extremes still working fine after 5 years now, one blew earlier in the year.

I wonder if those which don't last long are indeed the genuine article.
