Peugeot 306 - 306 Howling/Whining - scarey83

I have a 306 Diesel (non-turbo) 1999, done about 115k. I occasionally get a kind of howling noise - sounds like the wind is blowing. It comes mostly from the passenger footwell area, occasionally from my drivers side. Its happening on most journeys now but but usually only towards the start of my journey and more likely in the mornings going to work rather than coming home.

Any ideas what it might be? I had the clutch replaced about 35k ago, maybe not even that.

Sounds strange if its changing speeds. Is it related to the engine speed or road speed or niether?

As far as I can work out it's not related to changing gear or any particular speed or rev count. Its almost sounds like the tyre could be rubbing on something. I've not checked but I'm pretty sure it's not that.

I wondered if the brakes could make a noise like that as they are about due for replacement.

Maybe a wheel bearing?

I was also thinking wheel bearing but that would be related to road speed, the pitch increasing as you speed up, it will also generally be louder when more weight is on that wheel i.e. when turning left the right one.
