The roads West Yorkshire and particularly in Huddersfield have been bad for as long as I remember (I've driven here since 1961) but to be fair, there are specific reasons why:
1) Lots of heavy traffic across the Pennines used to use A roads through the town and now runs to and from M62 and M1/A1
2) Water mains from the upland reservoirs feed other towns in West Yorkshire, these are old Victorian mains which are dug up and replaced piecemeal, leaving filled trenches which break up at the edges.
3) Similar issues with gas, electricity and sewage under main roads.
4) Lots of salt in winter (necessary because most roads have frequent gradients) which depresses the temperature as it melts the ice so causes cracking.
Compare these problems with the mostly flat , rural areas like East Yorkshire, Lincolnshire and East Anglia and it is no surprise their roads are generally better.
