Life is easiest if you use the OE VW wiring kit - but it is very expensive. You can buy a third party kit or bypass relay unit. Try Towequipe in Nuneaton.

Splice nothing. The Touran is fully can bussed. You need the correct fitting kit from VW, and someone who knows what they are doing to fit it.

The OE kit is the one to go for, and you can fit it yourself with patience plus dealer coding. A full bypass system can also be used, but the old school scotch lock jobby will seriously confuse the electrics.
Plenty of threads on www.clubtouran.net once it gets back up (maintenance at the moment).

Depends where you are, but I had an 08 Passat done for a very reasonable price, neat and fully coded in the north midlands. Willing to pass on the details if you wish.

Basically it's diagnostic equipment that is used to code the towbar to the canbus network system on your car.
