My car is fitted with Pirelli 195/45-16 tyres on std. production alloys;the spare is steel-fitted with 165/60-14 Continental-difference in rolling radius is about 5%.but there is no restriction on usage shown on wheel or in handbook.

Maybe its not a 'spare wheel'. I would call this an emergency wheel to get you to the tyre retailer to get your alloy wheels trye repaired/replaced.

You may well find that the 16" won't fit in the wheel well, if you have one.

More likely that 195 section won't fit the spare wheel well.

Apparently the UK is one of the few markets that prefer full-size spares, most other markets accept space-saver or inflation kits much more readily.

A full size spare was as absolute essential when specifying my tow car. Towing a 1500kg trailer with a scooter wheel on the back of the car is not an option for me. Luckily, Skoda were able to oblige - a full sized spare is standard fitment.

With a 5% difference, I wouldn't travel too far with that spare on a powered axle. The differential will not enjoy it. Another issue is that often, the wheel nuts for alloy wheels are quite different to those for steel wheels.

If your car has traction control you may need to de-activate it while you've got the spacesaver fitted.

Do not use nuts for steel wheels on alloys but the reverse is allowed as long as there is clearance for hub and brake bits.NoT/C and I wouldn't use it on the powered axle(fwd) anyway-I'd swop them around-my original comment was that there is no mention or restriction on the wheel or in the handbook as with a normal spacesaver.So,handling/braking issues aside,it can be used upto the maximum speed of the car?(tyre rating OK).

I would probably restrict myself to 50 mph to be on safe side.

I had a Vectra co car with 205/60 15's on alloys, a colleague had the same model, his had a 195/65 15 steel spare though mine had a full size alloy so the size of the well was not the issue.

Later I had another Vectra with 205/55 16s on alloys and this had the same 195/65 15 steel spare as my colleague had.

This is car specific. My last few alloy-wheeled Vauxhalls have used the same bolts for the steel spare wheels as the alloys. I'm told it's a big problem with some MB models though. If the car needs different nuts/bolts for the spare they will be supplied and probably located in the spare wheel well.
