It's not just the foreign ones; I've had a few British coaches overtake me when I've been doing 70mph. So much for the speed governors!
Also HGVs. Quite a few times, mostly with British tractor units pulling foreign registered trailers....

Would you report a coach driver, doing the limited 62mph, for using the outside lane of the M42 at 2pm on a Sunday to overtake a 'Sunday driver' doing 40 mph in the inside lane? There is a ban on vehicles over 7.5 tonne in the outside lane at this time.
