Well, hardly a bung, but a cheque for £10 arrived for me today from the Congestion Charging outfit. The covering letter says that 'we have waived the standard registration fee of £10'.
I don't remember any such waiver being mentioned in the original bumf. Still, a kickback of nearly five per cent is not unwelcome, and frankly I wouldn't have been any the wiser if someone had simply trousered it.
I am in danger of softening towards this enterprise. What I need is some really annoying, pointless, randomly gratuitous traffic congestion to stiffen my resolve. Got a damn good mind to go out for a drive.

So they refund £10.00 of your money and you start to feel good about them.
Just remember how much you just paid and you will again next year, and the year after, and the year after, and the year after, and the year after, and the year after, and the year after, and the year after, etc., etc. The cost will probably rise over the years as well. In the future you will remember 2006, the last year you could drive in your area for the standard road fund licence fee.
As you have now paid twice to use the roads, why not go out and use them.
