i have no power going to the heater plugs ,i cant locate a wiring diagram can anyone help . its on a 52 plate and is a 1.9 deisel

What is the actual problem; it may simply not be cold enough for the plugs to activate. Unlike earlier glow systems, these only come on at low temperatures.

this could the case ,what temp should they opperate at .
it turns over a few times before it fires just like plugs not working,few weeks ago when warmer it started fine

No Vivaro-specific data to hand; but many common-rails tend not to use plugs for pre-glow above about 10C coolant temp. Are you getting post-glow heating? Is there a feed to the coolant heaters? Are all the Maxi fuses [particulary any 60+ amp ones] in good condition?
If there is a glow-plug system fault; then there should be a specific code stored in the engine ECU's fault memory.
