when local authority budgets turn to 31st March.

All over Manchester they have just started a programme of upgrading the footpaths. Very nice too, but they ignore the kerbstones, which are generally left in position and the road surfaces are in dreadful condition, but ignored as well.

I wouldn't mind but the footpaths in my area were too bad at all. Certainly suitable for my 18 month old daughter and 81 year old mother to walk on with problems.

We've got the local MBC digging up various roads and footpaths. In addition, United Utilities are replacing water pipes just about everywhere. The standard of their patching leaves a lot to be desired....

So complain to the council - there is a HAUC specification the work is supposed to be done to and the council get paid inspection fees by the utility for inspecting the work - make sure the council do their job.

We had that a couple of years ago. The council must have built a dozen mini roundabouts in a couple of months. The standard joke at the time was that they had a map of the town and a dart. Wherever the dart landed, they built a mini roundabout!

Your 31 March argument isn't the case. The work has to be finished and paid for before 31 March for it to come from this year's budget - there are a few weeks of crossover, but only generally until mid April when financial year 2005/6 will be completely closed, so any work starting now will be paid from next years budget. The reason lots of work starts at this time of year is more down to the increase in daylight and better weather conditions.
