A friend of mine got back to his car - saw the dreaded yellow ticket - near his car (had fallen off) the windscreen.
The traffic warden has entered the colour of te car as blue.
It is black.
Can he refuse payment - on these grounds - i.e. details are incorrect on the ticket?

me too. That would only lead to disputes over the shade of the colour. E.g. ticket says beige. "No - the manufacturers call it Harvest Gold..."
If the licence plate was incorrectly noted down then that my be another matter.

A former colleague had a ticket revoked for exaclty that reason. She drove an old nissan micra, the top two thirds of which was a reddish orange colour with the remaining third from bumper level downwards was grey.
The colour on the ticket was noted as red and brown. The VRN was entered correctly on the ticket. After complaining bitterly and calling and casting doubts over the competence of the warden who issued the ticket, the fine was dropped.
As to whether all record of the incident was erased or if it remains recorded that Miss x was ticketed, subsequently whinged or cast doubts about the warden before the ticket was quoshed, is another subject.

I'd have thought that the fact that the ticket was not attached to the car would be better grounds.
Not sure how you appeal in that case, though - "I should not have to pay the enclosed ticket because I did not receive it.. err..oh"

Can't see the colour argument being a winner or, indeed, the claim that the ticket fell off or was removed. That'd just be too easy wouldn't it. The parking attendants I've seen around here always make a very neat job of affixing their tickets to the windscreen, often under a wiper are for added security.
I must say though, I've often wondered about the scenario in which a ticket is removed maliciously by a third party hence causing the offender to have to pay a heavier fine due to late payment. Even though I don't generally have much sympathy for those who park illegally, I do think that's a trifle unfair.

They seem able to get away with it though - the same as they can get away with issuing NIPs by normal post despite millions of items going missing. I'd have thought a parking ticket should at least have a follow-up letter before the fine is increased just for the situation you describe.

Try it, theres only one way to find out, and there is a noticable difference between blue and black.
Be advised though, appealing against the fine waives your right to the reduced ammount - if you loose the appeal you pay the full whack.
