Could be the thermostat stuck open

Immediate thought is does your fan work? When moving there is air flow in traffic not much. The fan should come on in low air flow situations.

2nd thought is 60 sounds on cool side and 90 might be nearer the ideal temp. What does hand book or previous experience say is a good temp?

90 degrees is the correct running temp on these. If it is a diesel, then they can take longer to reach operating temp.Perhaps get the cooling system checked out along with cooling fan(s) operation.

So I should hear fan cut in when it gets to 90

Not that simple,i'm afraid. There is a variety of different set ups for cooling fans on these .Some have 2 fans ,some have 1 fan.The fan system will also cycle depending on whether there is demand from the a/con system as well as engine temp.Get the system checked by a specialist.

If you leave it ticking over, stationary, you should get the fan starting eventually somewhere around 90 bearing in mind that the gauge might not be super accurate. I fully expect that it will, otherwise it would have boiled before now unless you never encounter a traffic jam.

Of more interest is the fact that it runs at 60 when there is air going through the radiator. It should reach operating temperature, hence the suggestion above that the thermostat might be stuck open (or missing).

EDIT - good point from post above - I have had at least one car on which the fan operated whenever the aircon was on. But I expect it works. But even if it runs continuously, it would not stop the engine getting up to temperature if the thermostat was working properly.

Forget the fan not working, it's running cold when air is going through the radiator which means thermostat is stuck open. Some VAG cars have two one is inline in the pipework.

Could even be a faulty engine coolant temp sensor giving a duff reading, not uncommon on Vag models.

Thank you all time to take garage

It will probably be the temperature sender. Make sure you get the original part as the after market ones seem not be compatable.
