I am a car enthusiast who is looking at buying a project car that isn't going to break the bank, in fact im looking one that would be relatively budget/ cheap. I'm looking something where modifications can be found for also, any suggestions

I think you really need to give a bit more details on exactly what you are looking for, what you plan to do to it, what you are actually able to do to it, and how much you want to spend.

Also, Northern Ireland?, is this where you live?. If so, is that relevant?, i was under the impression with Northern Ireland being part of the UK, there wouldn't be any problems buying a car from mainland UK, but i could be mistaken?
