Concensus seems to be that while they're not specifically outlawed their use may be enough to justify prosecution under various bits of law around construction and use and/or damage to carriageway. Also likely to be less grippy than ordinary tyres when used on non-ice surfaces whether wet or dry.
Better answer might be proper winter tyres and acquiring technique for driving on ice/snow.
