Why is my Audi A4 hesitating under acceleration?

I have an Audi A4 TDI. When I put the boot down in second or third gear between 1000 and 2000 revs, the engine splutters as the turbo is working. It's like a dirty fuel filter but I know it's not, as it has been changed recently. After this period of splutter the car flies, but when you get to 4000 - 5000 revs, the engine feels like it's hitting a speed limiter.

Have you had the car undergo a diagnostic check? It is advisable to do this rather than just guessing and replacing parts on an ad hoc basis.
