Can the Vauxhall Insignia be remapped for better CO2 emissions?

On 7 July 2010 you stated that the Vauxhall Insignia 2.0 CDTI 160PS model now benefits from CO2 emissions of 144g/km. Can 2009 cars be remapped to achieve this?
