Is my Ford Escort's timing belt worn out?

I hear a noise from my 1995 Ford Escort when at very low speed or when the car stands with the motor running. I open my cover and think the noise comes from the area next to the timing belt.

Get it to a garage, because if the timing belt is fraying it could snap.
