Why does my T-reg Peugeot 306 seem underpowered?

I have just bought a T-reg Peugeot 306 and I am finding that there is not a lot of power for a 1.6 petrol engine. What could be the problem and what can I do to correct it?

It's probably a failed catalytic converter that is blocking the exhaust system.
