Does my Peugeot 306TD have a turbo fault?

Can someone offer advice about my Peugeot 306TD? The car starts first time and runs well, with no misfiring or whistles, but there is no turbo effect whatsoever. When you floor the throttle the motor gradually accelerates, but compared with my lad's 306TD it is snail-like. I have swapped the turbo but am still getting the same performance.

It could be a number of faults, such as blocked fuel filters or air filters, EGR problems, fuel contamination or low fuel pressure. There are other possibilities, but I would suggest that you check these out first as other faults could get costly.
