Why won't Toyota retrofit a 'brake override system' to models in the UK?

I was reading an article recently which said that a number of car manufacturers will shortly be fitting brake override systems to all new cars. In addition, Toyota has also agreed to retro-fit the new software to a number of vehicles in the USA who were affected by the worldwide recall. I contacted Toyota UK customer care, who said that they had no plans to conduct a similar exercise to the cars affected in the UK. Is there a organisation in the UK that can take this matter up with Toyota UK in order that affected customers are treated equally?

I don't understand what a "brake override system" would be or why it would be needed. ESP has already proves itself to be an expensive disaster.
