No power after new turbo fitted

I have a 2003 Ford Focus 1.8 diesel 115 and a few weeks ago the turbo went on it. I had a recon turbo fitted by my local mechanic, he also cleaned out the intercooler, pipes, sump etc. However, upon starting car after the new turbo was fitted, I found it would not rev over 2000rpm. No fault codes, no limp mode, no warning lights.

The mechanic let it tick over for a while and tried it again and it then drove better. Was very smokey and flat until the turbo kicked in then off it went like a rocket with smoke to match. Tried it again the following day and it was back to not revving again. Any idea what's wrong?

What colour smoke is it?

Black -means air to fuel ratio imbalance. Either too much fuel being delivered or not enough clean air. (faulty Injectors/Faulty Injector pump/dirty air cleaner/Turbo or intercooler)

White - means that the fuel being injected is not being burnt correctly (smoke will burn your eyes) (pump timing out/fuel starvation to the pump causing the pumps timing not to operate correctly/low engine compression)

Blue- means engine is burning oil. (worn cylinders/piston rings/faulty valves or valve stems seals/faulty injector pump/lift pump allowing engine oil to be mixed with the fuel).

If it was one of the sensors then would have assumed that a diagnostic would have shown up as a fault code.
