Do traders have to declare Cat D cars?

I bought a used car from a trader recently, only to later discover it is a Cat D. Is this legal? Surely the trader should have told me about this?

Yes, under the 2006 Consumer Protection regulations he should have told you, even though Cat D may mean no more than stolen and not recovered (completely intact) until after the insurance had paid out. See: www.honestjohn.co.uk/faq/consumer-rights/
