Why is the Volkswagen Touran heater so slow?

I've noticed that it seems to take 15 mins or so for the heater to warm up on my 2011 Volkswagen Touran. Why is this?

This is normal for a efficient diesel engine because they concentrate the heat where it is needed for the efficiency of the engine and do not release it to the cabin until the engine is to temperature.
