Rusty Zafira - should Vauxhall repair it for free?

I bought a Vauxhall Zafira as a seven month old Network Q car in 2009. After buying it I noticed a bubble of rust in the tailgate just where the silver strip touches the tailgate. The rust was repaired at Vauxhall's expense.

However, last summer the rust had reappeared. It is now getting worse and unsightly, with the salt on the roads, but Vauxhall has refused to repair this properly and replace the "faulty" silver strip because it has not perforated. Is there any other action I can take?
