Do all diesel cars suffer with Diesel Particulate Filter faults?

I am thinking of buying a new Citroen Berlingo Multispace. The model I am looking at does not have a Diesel Particulate Filter. I currently have a diesel Ford Galaxy and have had repeated problems with 'soot building up on the filter' according to the garage. This results in an light on the dash board and loss of power. I have a friend who has exactly the same problems with a Vauxhall diesel. Is this a problem with all diesel cars or is it confined to those that have a Diesel Particulate Filter?

It's a big problem with diesels with Diesel Particulate Filters. They are unsuitable for short runs from cold. The other component that clogs up is the Exhaust Gas Recirculation Valve.
